In 2002 Glenn Jenkins has published a book titled “Reengineering Taxation Systems in Low Income Countries”, Kluwer Law International, that draws together the practical lesions learned from the tax advisor projects that he has headed up in Nepal, Bolivia, Malawi, and the Dominican Republic
Glenn Jenkins consulted and provided advice to institutions in Russia through an USAID Mission to Moscow in the area of public sector rationalization and investment appraisal in December 2001.
CRI consulted and advised the Ministry of Finance, Kyrgyz Republic and the World Bank strategies for the encouragement of foreign investment in the Kyrgyz in March 2001.
We consulted for the USAID on tax and customs issues regarding the promotion of export-oriented foreign direct investment in developing countries. This project involved a extensive interviews in 1998-1999 with tax professionals and senior government officials in countries such as Ghana, Kenya, South Africa, South Korea, Taiwan, Uruguay, and Mexico.
We have completed a project for the Ministry of Finance, Government of Guyana to assist them in the legal and functional design of a Revenue Authority. This project was to provide a plan for the integration of the Income Tax, Sales Tax, Excise Tax, and Customs Departments into a single Revenue Authority. Assistance was provided in the detailed design of the organizational structure as well as in the legal framework necessary for the creation of such an Authority.
