Investment Appraisal

CRI has been assisting continuously the Government of the Northern Province, South Africa in the areas of investment appraisal since April 2001. This includes several training sessions for senior public servants, preparation of a practical manual in investment appraisal, and evaluation of two major case studies. One of the major studies is an evaluation of the Olifants-Sand Water Transfer Scheme in the Northern Province of South Africa, which was conducted in 2001 and completed in February 2002.

CRI completed a review for the World Bank of the energy sector in client countries of the World Bank and gave recommendations as to how the World Bank could best serve the needs so this sector. A report was prepared, “A strategy for Public Sector Interventions in the Energy Sector” January 2001.

CRI consulted and provided advice on electricity generation and tariff options in Ghana in 1999.

George Kuo taught international professionals on project financing and risk analysis of investment appraisal and management in Land Reform Training Institute, Taiwan in October 1998 and October 1999.

We have conducted an evaluation of the financial and economic appraisal of the Buenos Aires – Colonia bridge project for Comision Binaacional Puente Buenos Aires Colonia and Louis Berger International, Inc. The project was to develop an analytical framework of a binational investment project on bridge between Argentina and Uruguay and to assess the financial viability from the viewpoint of the concessionaire and the economic benefits from the viewpoints of the government of Argentina and Uruguay. CRI integrated the engineering cost estimates, potential financing, and volumes of passenger cars and cargo provided by other consulting groups into the developed framework. The project, financed by the World Bank, was conducted in 1997 and it was successfully completed in July 1998.

We have completed the financial and economic assessment of Andean Highway Passes Program for Inter-American Development Bank as a subcontract to Louis Berger International, Inc. The project was to evaluate alternative road passes between Argentina and Chile and develop an investment strategy for the timing of such investments. The project was undertaken in early 1998 and finished in June 1998.

CRI provided training in investment appraisal and risk analysis for senior staff of the Power Finance Corporation of India, November 1997 to January 1998.

CRI provided consulting services and training in investment appraisal techniques for the Ministry of Planning, Paraguay in December 1997.

CRI provided consulting and training in investment appraisal techniques for the Ministry of Finance, Bolivia in May 1997.

CRI has provided many training sessions to World Bank staff members in the economic analysis of project investment since 1995.

Glenn Jenkins has been a consultant for the World Bank in the areas of investment appraisal, tax policy, and tax administration since 1995.
